Medicare and Medicaid

In response to rising costs and growing interest in quality, efficiency, and patient safety, Medicare and Medicaid has introduced new initiatives relating to quality metrics, new incentive models, and care coordination.  Resources here include information about current reimbursement policies for telemedicine-related initiatives, as well as information about pay-for-performance and chronic care coordination.  Connected Health programs could play a role in these models, whether its by improving quality through remote monitoring technologies, reducing readmission rates, or enabling better care coordination.

This articles discusses difficulties involved in designing an effective pay-for-performance (P4P) program, particuarly given the absence of research on the cost-effectiveness of P4P and different scenarios of providers' response to a P4P scheme. Furthermore, the author provides recommendations on how to bring the benefits of P4P to seniors while minimizing their exposure to harm as Medicare plans to expand its P4P efforts.

Medicaid and Telemedicine in 2002

The authors of this report surveyed 51 state Medicaid programs to assess the extent of Medicaid payment policies for telemedicine services following the revised Medicare telemedicine reimbursement policies. Findings from this survey include 17 Medicaid state programs reimbursing for telemedicine services though many restrict payment for rural areas and different reimbursement based on the age of the Medicaid beneficiary.
